MAP view in OBIEE 12c 12.2.1.3 with Arabic UI

Dear All,

Recently we migrated from v12.2.1.2/Linux to v12.2.1.3/Windows, our migration steps:

* using datamodel.sh to download latest rpd file from v12.2.1.2

* using datamodel.cmd to upload same rpd file to v12.2.1.3

* using Archive option in presentation service v12.2.1.2 for all Catalog folders

* using Unarchive option in presentation service v12.2.1.3 for all Catalog folders

* in v12.2.1.3 > Administration page > Scan and Update Catalog Objects That Require Updates : to scan/update all catalog items

those Dashboards contain a lot of MAP views, and Area field on the map has Action Link interaction, our issue is that action links work fine on v12.2.1.2 for both main User Interface Languages "English and Arabic", but on v12.2.1.3 work only for English, not Arabic, and this happen even for WebLogic user, any idea why ??

in the shown screenshot below, the normal behavior from v12.2.1.2, but the same small pop-up window shown which contain the link doesn't appear in v12.2.1.3 with Arabic UI
