OBIEE 12.2.1.1.0 - [nQSError: 13082] Status of read-only lock on the repository is already true

When trying to upload an .rpd file, we get a [nQSError: 13082] Status of read-only lock on the repository is already true error.  If we shut down the OBIEE server and restart it, we can upload the .rpd file ONCE, then we get the error again.  We have noticed that the OBIS server directory has a sticky bit set, but we do not know if this has anything to do with our error or not.  Any suggestions would be great.
