Bug 22988769 : ABILITY TO EXPORT CUSTOM CSS STYLES TO EXCEL 2007+ AND PDF. Anyone has solution or work around for this issue ?

As you can see there inside there isn't a patch for it now.
So do not expect the community to have fixed a product bug
Get in touch with Oracle and tell them you have the same issue and ask them about their plans.

Yeah, that's what I saw in the bug as well ...
It means just what they said: an ER has been raised, so now you can only wait to see what happen with it: if they implement it and when or they just forget about it for ... "reasons".
There isn't much which can be done.
In generally I would say you are slightly "abusing" the tool as OBIEE isn't a tool to convert HTML into Excel or PDF, it's an analytical platform and the export to PDF and Excel is there to support the default functionalities and style of the tool. So if custom styles aren't exported into Excel and PDF is, in a way, not something the tool was expected to do but more a nice to have (and that's why you have a ER now).
If you look for PDF you can always print/save as PDF with your browser. A browser is more specialized in transforming CSS into PDF than OBIEE because it's one of its main tasks in a way.
For Excel ... export as CSV or use SmartView and manage the style directly in Excel. You will then only update figures but the style will be set by Excel.

Issue is fixed after changing parameter in: ORACLE_HOME/user_projects/domains/bi/config/fmwconfig/biconfig/OBIJH/xdo.cfg
