"Invalid subscribers skipped" Error after upgrading to 12c

We recently upgraded from OBIEE from 11.1.1.7.150120 to 12.2.1.3.0 and some users are experiencing issues with receiving agents.
It only seems to affect a few users. When I try to run the agent with one of these users included, I get the below error. It doesn't matter if the user is directly added to recipients or dynamically from an analysis.
We are using active directory LDAP for authentication.
The Agent, Test Agent, has completed with warnings.
Eventually succeeded, but encountered and resolved errors...
