2 random questions: why do you want to use the admin tool remotely when you have it locally? The fun thing is that the admin tool doesn't seem to be certified on Windows server (because it's a client tool, so they certified it for client OS only)
Any particular reason to use that folder?
Deploying a RPD in 12c isn't replacing or overwriting a file on the server, it must be uploaded using the given command line script (installed with the admin tool, so you have it on your local install).
That one really look like a random location where to develop a RPD: an offline RPD has nothing to do in the middle of the OBIEE install or the client install. If you uninstall the admin tool and the folder is deleted you lose your RPD? It doesn't work like that, store it in a place where you store files and documents as that's what the offline RPD is.

Hi Gianni,
the team just want to use that server as kind of sandbox and to ensure all BI developers use the same version of tool avoiding compatibility issues down the line. (instead of each developer installing client on his local)
the developers just login to that server and work using that client tool.
