BI Publisher - Like Condition in If statement

Hi - I apologize in advance if this is not the proper community, I was having a hard time finding one specifically for BI Publisher.

I have an RTF template for BI Publisher, to use in Oracle Applications.

I want to have conditional formatting around a field using an if statement.  I want the if statement to be based on if one of my fields is like a specific format. 

If I were writing SQL I would do this as  - where my_field like 'FB%' - I can't seem to find what the syntax for this would need to be in BI so that I can write this in my if statement...is it possible?
