OBIEE 11g Report Scheduler issue

Business Intelligence Suite Enterprise Edition 11.1.1.9.200714
OS Version 2012 R2
We are having issue with OBIEE Scheduler which errors out with below issue but sometime it works well in same instance moreover its intermittent and sometime it just sends Empty report in email.
We have done some workarounds but still no luck
Issue Details:
- OBIEE Initialization Blocks are failing Intermittently and we are getting the below error. The same Initialization Blocks executes successfully sometimes and fails to execute another time for the same user.
- Initialization Blocks are getting failed and check for authentication is enabled.
- we have data security context which checks for user access to Roles,Properties etc before it executes any report.
- We have also ensured this is not because of Db issue or heavy load on server.
Below is the errors we have in nqscheduler logs.

What exact product name, version and bundle patch?
What's the history of that environment? What did change before the issues started?
Anything to let us, not seeing your system, have an idea of what the context is...

Oracle Business Enterprise Edition version 11.1.1.9.0 Prod Env.
Patch level - July 2020 , No Changes before the issue comes in.

Here is the context of the problem and what we have found till now.
The initialization blocks in rpd fail when they try to connect and run queries on node1 of BI Server and given below error in nqserver.log
But these same initialization blocks run without issues when run on node 2 of BI Server.
We verified by shutting down node 2 and node 1 alternately and testing a BI scheduler report.
How can we debug why the DB connections from Node 1 of OracleBIServerComponent fails intermittently ?
As mentioned in the post details above this is a Windows based OBIEE 11g trying to connect to a PDB in Oracle 12c.
Any hints and clues would really help to find out what is going on with the BI Server component on node 1.
