Oracle OAS 5.9 - installation on RHEL 7, "Operating System packages" prerequisite check failed.

Not a single prerequisite should be ignored. If you ignore them, it's your own responsibility and if something doesn't work you can't expect any help from Oracle.
Did you go through the documentation (or just the screenshot you posted, it has the checks that failed)? They gives the list of minimum required packaged for the installation, and if you don't have things like "gcc", not sure if you installed a single thing on that environment.
You aren't installing an app on your Windows, it's an enterprise software installed on a server. Before to go through "next, next, ..., finish" you have to read all the required documentation.
And with all due respect, if you are thinking "Having invested good amount of time in this install process, can't afford to lose more time" as you did post in another thread, you should consider moving to OAC so you don't have to invest any time in installing and configuring the environment.
