OBIEE 12.2.1.3.0 upload RPD failed, "Metadata lock already acquired by other process. Waiting for"

Hi Gurus,

When i try uploading RPD in OBIEE 12.2.1.3.0, i get the error as "Metadata lock already acquired by other process. Waiting for it to be release; Re-trying..."

i double checked the "upload RPD" command and syntax is all correct.

When i looked in bi-lcm-rest.log file located at C:\Oracle\Middleware\Oracle_Home\user_projects\domains\bi\servers\bi_server1\logs location, i see "DESC_CODE_LOCK_ALREADY_ACQUIRED_ERROR" message, and an online search on this suggests to restart "obis1" and try uploading again.

I did restart obis1 from EM, then able to upload RPD successfully.

Please throw some insights on why this behaviour and how to fix this from happening again.
