OBIEE GL Department Hierarchy Effective Dating

We are using Project and Financial EBS modules as source and OBIEE (R1213)  for reporting. The GL process picks up the current project org hierarchy and posts GL based on that hierarchy and thus changing GL department hierarchy for almost every period. So when we run Trial Balance report the departments are off/missing from GL Department hierarchy prospective, as the current GL hiararchy may not be reflecting the hierachy at the time of posting. Any suggestion is highly appriciated.
