Fixing shape/text position in an rtf template

Hello everyone!

I have a problem of moving shapes in my rtf template.

Is there a way to fix a block of a text on a page or implement Footnotes?

It's important to mention, that I can't use footers/headers since they would be the same on every page of my document and I need only one footnote on one exact page.
