We have a requirement to enable users to view Dashboards built in 11.1.1.7.0 on Mobile and Tablets.
Can you please let us know the appropriate Infra setup to get this.
Do we need to build the dashboards to be built again ?

So if you want to start you setting reports for mobile or tablets,
you have to enable the mobile application option, How could you do that?
1. You have to apply a patch to a OBIEE:
"BI Mobile App Designer is available now as a patch to Oracle Business Intelligence Suite Enterprise Edition, version 11.1.1.7.1. [patch number 17220944 at support.oracle.com]"
2. when you got the Mobile App, enable you have to create your report with "BI Modile App".
3. You have to setting in your mobile the connection check the this link to setting it.

Mobile Apps as mentioned by Cesar is one thing but there's two others which do not require you to redevelop anything:
- You can access OBI through any HTML5-capable browser. Gotta mention it
- With the official OBI Application for Android and iPhone you can access all your dashboards and other objects with the normal access control rights (so it all behaves as it should in terms of security)
Something that i forget, its that you have obiee 11.1.1.7.0 , you have to install a bundle of patch:
Requirements:
1. We need to upgrade obiee from 11.1.1.7.0 to 11.1.1.7.1 (download Patch 16556157:).
2. Oracle BI Mobile App Designer with Oracle BI Web Catalog, Apply OBIEE 11.1.1.7.1 MLR Patch 17004920.
3. Download Oracle BI Mobile App Designer patch 17220944 from My Oracle Support..
Order to Apply Patchset
Apply 16556157 Patch.
Apply OBIEE 11.1.1.7.1 MLR Patch 17004920 using OPatch utility.
Apply OBI Mobile App designer Patch 17220944 using OPatch utility.
