How to set default Locale settings in OAC to all users
We have migrated obi 12c to OAC
In obi 12c the timestamp format is DD/MM/YYYY and the timezone is Kuala Lumpur (GMT+8).
In OAC we have changed the time format settings for 'default user preferred time zone' and 'default time zone for date calculations' to (GMT+8) Kuala Lumpur, Singapore.
However, the report's date format is not showing as expected. After changing Locale to 'English-USA' in system settings and in My account locale to 'Default-English-United Kingdom' date format is working like DD/MM/YYYY
but how we can do this globally for all users?

I didn't try in OAC, no idea if it does still work...
There was (is?) a system session variable named "USERLOCALE" that you could set in your RPD for all users with the value you need.

Looks like "USERLOCALE" is to set the language of the user's browser when a user logs in for the first time.

I have chosen the preferred time zone in the console and I can see the selected one in My account. I guess this will apply for all users.
But My question is - how to change get the date format as DD/MM/YYYY?

Ok Sorry , Miss understood . We can set from RPD following system variable USERLOCALE to English -UK or Australia which would resolve the issue

By default it does indeed comes from your browser as that’s the only way the tool has to guess what language the user speaks/prefers.
But you can’t only set the date format, it is part of the locale settings: English US is MM/DD/YYYY, while if you pick another English (like UK), they do use the more common DD/MM/YYYY.
The language is always English in both cases, but the other details (date formats, thousand separator etc.) are adapted to that language.
Give a try to the RPD variable as said at the beginning, it could fix your need. That variable is there for a long time for when people received their preferred locale settings from an AD/LDAP, but nothing forbid you to globally set it at a value you want, making it the default for your users.

I have used "USERLOCALE" with default 'en-gb' in the rpd but still in 'my account' in analytics Locale (location) has not changed.
I saw in the document that the configuration changes for a few variables like '
GROUP,ROLES,DISPLAYNAME,USERLOCALE,TIMEZONE,PORTALPATH,SKIN.' should be moved to OAC system settings.And as I mentioned earlier if we change the locale in system settings it only reflects in my account.
Can anyone confirm if I am referring to the right information in the below document?
