Has anyone been able to resolve this? I have the exact same issue as well. I have even tried to configure custom style sheets after installing patch 22140759 and following Doc ID: 2131220.1 and still have remnants of blafp within my alta style. Thanks, Jon

Oracle tech confirmed there is an unpublished bug for this item: Bug 23008508 Since it isn't published, the link won't work, but that was what I was provided with. He stated based on the history of the bug, it could take months. I will update the community if I receive anything more. Thanks

I guess my question isn't so much around fixing it, but is this as expected when upgrading from 11g to 12c.

Thank you - that did not fix my issues. I do notice when I change it from CHAR to VARCHAR(9), the sorting begins to work, but when it turns negative, it isn't correct. See example .06 .05 .01 -.94 -.45 -.03

This was an out of place upgrade. I wanted to make that clear, so we configured the data direct drivers manually and did not run the script that is referenced in the document.

We use the Windows Server 2008 R2 instance from Amazon. For the hardware options, we use m3.large (2 CPUs, 7.5 GB of RAM, 32GB SSD) instances for all of our AMIs, but you're more than welcome to use others. They vary in price as well. We currently conduct all of our OBIEE training using AWS that houses OBIEE and Oracle DB and have no issues at all. Key is to setup the correct security group.
