So...rookie error. Didn't clear the cache (Chrome). I still see references to s_ and sk_blafp. I understand the JS references may need to stay the same (upgrades, etc), but the skins/styles? Is this something I just have to learn to live with?

Negative. I may not have stated it clearly enough. Each time you hit OBIEE, a web (html) page is generated. Whether you're going to a dashboard, a dashboard page, or the Administration stuff. How would adding a URL to the header or title section help? Did you mean adding the HTML tag there? If so, I'm aware that can be done. I'm just looking to see if there is some sort of global (or dashboard/page) template that is used to generate the pages in OBIEE.
