Could be some BIP bug or limitation. Does it happen only in design mode or also when running OVR? What exactly it is supposed to display? What is the BIP version?

I would suggest posting it in below BIP community as well. They might have a better idea as I do not think this has anything to do with E1 or OVR as such. BI Publisher (MOSC)

Yes this can be done using the same DD itself. Please refer below document for more details.
