I use BIP for that.

In OTBI, when creating or editing a prompt, have you tried expanding the Options section and in Choice List Values, select SQL Results? Then you can enter a SQL statement to generate the list of values.

Try Choice List Values under Options and the checkbox for Require user input.

Do you mean for the application? This is an idea lab for OBIEE, a reporting tool. I like your idea though.

Have you already tried saving the column (formula) by selecting the gear, and choosing "Save Column As"? This will allow you to place in catalog folders and re-use the object.
