He denied "Create Navigate Actions" for "BI Consumer Role" as he was convinced the privileges are evaluated top-down. Yes, I have restarted "Business Intelligence -> coreapplication" but no luck. Will try to restart the whole weblogic. Also tried to restart the whole stack but result is the same.

Tried even with weblogic user which has "BI Administrator Role" by default. So the user has the highest privileges that I know of.

Yes, links are missing as admin user. I am using IE 11. But I think you misunderstood my point. I have this problem in "design mode", while defining action. So instead of obiee giving me this set of options I only get this
