Yes, you are right I was also not able to open the link, and I thought it might be because of my VPN/Firewall. I guess Oracle Support should be able to help by making the link public or finding out with Product Development Team for further assistance.

The Supplier Negotiation PDF Report (the PDF attached to supplier invitation emails) is a delivered seeded report whose Data Model is not stored in the same folder as the layout. You might need to navigate to folders under ..Shared Folders > Procurement > Sourcing >.. to locate the correct folder. Hope it helps!
