Did you download the plugin separately from Oracle and deploy it? It doesn't come pre-configured in the VM by default.

I just built this in SampleApp v406 (OBIEE 11.1.1.7.x) ... I made no special adjustments and I see the raw value and the % in the mouse over display. What version are you running?

You need an initblock to fill in a flag for a user with a default if they don't have that requirement, then you need another initblock to evaluate that flag, and then fill in the row-wise variable with either the limited list or the full list.
