Are boot volumes count toward the 100GB block volume in always free tier?

We getting 2 Block Volumes, 100 GB total in the Always Free cloud services promotion.
I'm just wondering are boot volumes count toward the 100GB block volume in the always free tier?

Can I have 2 x always free with 50GB boot volume and other 2 x 50GB block volume (which totally, 200GB)?
