VM.Standard.E2.1.Micro Limited to 48Mbps to Internet

I launched a VM.Standard.E2.1.Micro and it says that the VM will have 480 Mbps limit on network., But when I tried to do a speedtest with multiple servers, none of them exceeded 48Mbps and it seemed like it was a limit somewhere. I am trying to figure out if it is a known limitation?
