Why is HR Specialist no longer able to add Tasks to a Journey or view Complete Tasks?

Summary:

Previously our HR Specialist could view all tasks for an employee who is onboarding (using Enterprise Onboarding). It seems after 22C she is no longer able to. Also, she cannot Add a task to a Journey.

Is anyone else experiencing this?
