Cannot start compute instance

Summary:

My VM.Standard.E2.1.Micro compute instance in a Free Tier account stopped today which was running for at least 6 months (was not idle). Now there's a "Recent infrastructure issue". And when I press "Start" button, it ends up with "out of host capacity" error. I didn't receive any email from Oracle about schedule maintenance or unexpected error.
