Completing the preceding task does not activate the dependent task

Summary:

Created two tasks in a journey with 1st task (for employee) set as the preceding task for the 2nd task (Payroll rep). Completed the task as employee but the 2nd task has not activated for the Payroll rep yet.

When does the dependent task get activated? Is it dependent on task completion or target due date of the preceding task?
