Unable to search for an employee

I have enabled Journeys in our dev environment recently, but I have been facing few issues.

  1. When I attempt to assign a journey to someone, the person drop down does not show any names at all
  2. The 'Activity' tab within Journeys does not bring up any results.

I have enabled the profile ORA_PER_JOURNEYS_ENABLED and I have also added ORA_PER_MANAGE_JOURNEY_BY_HR to my custom role. I have also enabled the search functionality as per Oracle notes.

I searched for similar issues in this forum and I have tried the solution suggested in https://community.oracle.com/customerconnect/discussion/617283/not-able-to-assign-journeys-to-employee
