Add security on Checklist by HRBP

Summary:

Hello everyone, 

I would like to ask a question regarding the configuration of journeys. We have configured a journey e.g. part-time request, and have put a security for the employee (see attached screen 1 to screen 4). 

However, I have noticed that by logging in with an HRBP and I go to Explore tab, I can see all the journeys of all categories. Is this the correct behavior? Does it depend on the release upgrade of 24A?
