Journeys not getting assigned to person's selected organization

Summary:

We are trying to mass assign a journey using the selection Organization from the Journey Explore tab. However, the journey is not allocated to any person in the organization. Upon checking the Journey Activity tab, the status is completed.

It would be great if someone could help me to identify what is the reason and how to resolve this issue.
