Task owner is not receiving notification when the task is completed by the performer

Summary:

In our offboarding journeys, we are using Area of Responsibility for the Performers and Owners of some of our journey tasks. In some cases there are more than one people assigned to the area of responsibility. Once a task is completed the Owner of the task is not receiving an FYI notification that the task is completed, however the initiator of the termination is receiving FYI's (which we do not want)

I have set the task display settings to notify the Owner when the task is completed, but it is not working.
