Access Group : Activity Object Rule Not Working

We created an access group for specific group of users and added an Activity object rule so that they will not see other group of users' activities. However, when we are trying to validate, it did not work. They can still see other group of users' activities.

Does access group work only on workspace? Does this configuration not work on normal ADF UI? Is there other way for specific users to not see other group of users' activities?

All of the scheduled processes listed here have also been run.

Steps: Navigator > Sales > Activities > Activities > Record Set : All Records I can see
