Make Attachments Required Not Working

We have the Performer set to "Yes" for the Display Setting "Make attachments required", yet the Done button still appears and can be clicked without the performer uploading any attachments.

We are needing employees to upload documentation prior to start appointment but they continue to mark the task as complete without uploading the required documents. Even with this display setting turned on new employees can still mark the task as Done without uploading any documents.
