Why AR transaction can not choose customer contact which is on customer site level

Summary:

On AR transaction customer tab, why can not choose the contact what i create on customer site and account leve?

I create contact information on customer site level. But I can not choose this contact when create AR transaction. At the AR transaction customer contact LOV can not choose this contact.

Even if I create contac t on customer account level. I also can not choose what i create. Could you please tell me if i miss some configuration?
