can we make benefits self service read only for particular countries

We want to allow employees to only see their benefits and not make any elections as our plans are mostly auto enrolled or manually enrolled into by Administrator.

Please advise if we can make Benefits Self Service Read Only for some countries.

So that employees do not see "Start Enrollment" button or "Make Changes" buttons.
