How to upload an Image before adding it to Benefits > Review Employee Resources

Hi Experts,

Need help with adding an image in Review Employee Resources tile. I am following this document. But unable to figure out the extract steps to upload the image. Page 80 says select path. But how I browse the path?

Do I upload the image to Oracle first and then pick the path?
