SOAP Webservice is not updating Bill-To-Site for Ship to Purpose

We are trying to create an integration to automatically create customer sites. We are facing a roadblock when we are trying to update the Bill-To-Site for the ship to purpose.

To create the site purposes we are following this approach:
- Creating Bill-To, Ship-To and Sold-To purposes for the site.
- Updating the Ship-To purpose to add the bill-to-site details (By providing the Bill-To-Site-Use-ID).
When we are trying to perform the second step, we are facing the following error;
