Allocated checklist notification not received in Dutch

When we allocate a checklist to an employee, the allocated notification in bell notifications and email notifications are received in only English even the employee logged in with system language as Dutch. We tried to allocate checklist to employee by keeping the submitter's system language as Dutch, then employee received in Dutch even the system language is set to English for employee.

If we change the system language after logging in also, these notifications remained same for employee.

Is this the expected behavior like the notifications will be received based on the submitter's system language?
