Assign Journeys to Nonworkers Prior to Effective Start Date

Is there a way to assign Oracle Journeys to nonworkers prior to their effective start date? It's our understanding nonworkers currently cannot be added as pending workers and Journeys can only assign to pending workers for team members that have not yet reached their effective start date.
