Is it possible to enable e-mail notifications for journeys only?

Can we enable e-mail notifications for Journeys without enabling them for the rest of HCM notifications?

Content (please ensure you mask any confidential information):

Currently we have inactivated e-mail notifications from HCM because our end users (multiple indenpendent HR departments) have an AOR-based approval setup, meaning that all members of a certain AOR will be able to approve a new hire, changes to assignment, terminations etc. If we activate e-mail notifications they would, as I understand, all receive a notification every time a new approval is pending, which they really do not want.

Now however we want to design and enable several Journeys, which of course lose a lot of their usefulness if there is no e-mail notification activated to alert the relevant user of their pending tasks.
