journey to trigger before action approval completed

We would like the triggering of the exit survey journey when managers approve of a resignation, right now the journey is triggered when the whole process has been approved but we want it triggered after the first approval which is the line manager approval.: can we trigger journey based on when Employee submits resignation? the same way we initiating Journey on 'add pending worker'
