Journey build not working at expected

We are updating our use of journeys to included multiple tasks and attempting to delay the assignment to 90/180 days after the action of hire and rehire but the days of initiation, delayed duration and offset days are not working as intended. We have attempted to use each in order to ensure that the correct line manager is assign the task and that the eligibility profile is run at the correct time to ensure no termed employees are assigned the task but all our tested has failed.
