Enterprise Onboarding Journey not triggered when using Payroll Relationship as Eligibility Profile

Summary:

We use Payroll Relationship as one of our criteria in the Eligibility Profile when hiring new employees. However, we noticed that if it's a future hire date, the journey is not triggered at all. It is only triggering when we enter the new employee on the day of his hire date. If we remove the Payroll relationship, the journey is triggered as expected and it will show under Pending status in Allocate checklist.

Q: Is it advisable to use payroll relationship as one of the criteria when assigning journeys? Is it because the Payroll relationship has an effective date that is why journey is not triggering for future hire dates?
