Journey emails are not getting to Pending Worker

Summary:

We have a requirement to config preboarding Journeys for pending worker. Once candidate move to HR from ORC, pending worker record is getting created and also allocated journey / checklist is also assign as expected.
Pending worker is receiving worklist notification but no emails are getting to pending worker.
Profile options for Home emails are already set to Y -
ORA_PER_CHECKLIST_NOTIFY_HOME_EMAIL
ORA_PER_USER_ACCOUNT_NOTIFY_HOME_EMAIL
I am facing this issue in 25A only. In earlier version it was working fine.
