Delayed Upgrade to "Pay As You Go" Account – No Response for 2–3 Months

I requested an upgrade of my OCI account to a "Pay As You Go" model about 2–3 months ago, but the process is still pending.

I attempted to follow up via live chat and tried to create a Service Request, but I do not seem to have the required permissions for SRs. I also couldn't find an email address to escalate the issue.

My tenancy is in the Seoul region, and I'm wondering if that might be the cause of the delay — or if it’s possibly due to an issue with my payment account.

There is no important data in the current account, so I’m willing to delete it and start over. However, when I tried to register a new account, I received a message saying that I’m still using the Free Tier and could not proceed.
