Manage action item asking to upload a document mandatory- Ben Admin REDWOOD

Summary:

The redwood page for Ben admin page is mandatorily asking to upload document for certification if the same has been set as configuration.

Earlier this was asked only from Self Service. It does not make sense to ask from ben admin UI at all and in the config we dont have any option to say that Document upload is only valid from SSBEN and not from ben admin. Let us know if there is a way to turn this for Ben Admin UI, since Document upload is needed for the client from sel service.
