Contact and Account Merge in Fusion Sales

We are trying to merge contacts in Fusion Sales through Redwood interface and noticed the "Merge" Smart Action is available, but it cannot be called upon in the interface. I noticed it requires "oracle.apps.cdm.hubBase.publicModel.endUserMerge.applicationModule.PartyMergeRequestAMImpl.createPartyMergeRequest#" as the priviledge. Does that mean we have to have CDM to be able to perform this action?
