Benefits Completed Checkmarks Reverting to Incomplete

We are working through implementing Benefits for Redwood and I noticed that the completion checkmarks are reverting. For example, to start, all icons are gray hearts:

Once I click through them to get to the enrollment, the ones I've touched turn green:

Once I get through the enrollment and return back to the Self-Service Enrollment page, all of the icons that I previously visited and were green, are now back to gray hearts:

Is this expected? A bug? Need to be an Idea to make it more logical? Thanks in advance!
