Remove ability for self service to add Evidence of Insurability - Benefits

We have a 3rd party that handles our EOI documents so the business is asking that while we still require these documents overall, we remove the ability for self-service users to add them directly into Oracle. Any thoughts around this would be greatly appreciated.
