Knowledge Articles not working in Lower PODs after P2T Refresh

Summary:

Hi All,

We have recently implemented knowledge in our system and during recent P2T refresh activity we observed that none of the articles which we created in Production have been copied into lower PODs.
(The articles which we have created in Production are in Draft/Not Published status.)

However, in lower PODs the articles which we created (Live/Published) earlier in lower PODs are still present and none of the articles are working correctly, we are getting below error message for all articles.

Can you please suggest what the issue could be and why the articles are not carried over from Production to lower POD after P2T refresh?
