How to stop Unrestricted life events

Previously, we managed our employees' retirement contributions in Oracle, but we moved to requiring the provider to manage them. So, our employees can no longer update their employeE contribution information through Oracle. They have never been able to edit the employeR contribution. Our admin staff edits the employer contribution when needed.
When I set the Self-Service Configuration > Unrestricted Processing Enablement to Never, the Unrestricted event is no longer triggered when the employee goes to Make Changes. However, our admin team is also no longer able to add an Unrestricted event to update the employer contribution. When they try to add the Unrestricted event, they get an error "You can't process the unrestricted life event for the person <name> now because unrestricted enablement is set using the Never rule.
