Stop the Creation of Pending Actions for Life Insurance

We don't want Pending Actions Created for Life Insurance.

We originally designated life insurance beneficiaries but now, we are not storing that information in our system any longer because the data has to go to the State on a paper form. We are unable to End Date or Delete the requirement because people have current designations within their life events.
We have removed the "Required" designation that was there, tried leaving the Due Date blank, setting all Minimum and Maximum designation fields to zero but still, we get the pending action item when new life events are processed. Is there no way to prevent that action item while this above Requirement is in place even thought it says that it's not required?
